Freelancer & IT Export Tax Guide: 0.25% PSEB Rate vs 1% Final Tax (Section 154A)

Pakistan has one of the largest freelance and remote software engineering workforces in the world. Whether you work through Upwork, Fiverr, Toptal, Deel, Wise, Payoneer, or direct international wire transfers (SWIFT/IBAN), your foreign income is governed by Section 154A of the Income Tax Ordinance, 2001 (Export of Services).

Filing your freelancer return improperly—or declaring export proceeds under the wrong code—can trigger unnecessary 15% to 35% normal tax demands from FBR. Here is how the law actually works in plain English.

1. The Two Tax Rates Under Section 154A: 0.25% vs 1%

Under Section 154A, foreign exchange proceeds brought into Pakistan through normal banking channels from the export of computer software, IT services, or IT-enabled services (ITeS) are taxed under the Final Tax Regime (FTR):

  • 0.25% Final Tax Rate (PSEB Registered): If you hold an active registration certificate from the Pakistan Software Export Board (PSEB) as a freelancer or IT company, your foreign IT export remittances are taxed at just 0.25% of gross proceeds (PKR 2,500 per PKR 1,000,000 earned).
  • 1.00% Final Tax Rate (Not PSEB Registered): If you are exporting IT/freelance services or other eligible technical/professional services without an active PSEB registration, the applicable final tax rate under Section 154A is 1% of gross proceeds (PKR 10,000 per PKR 1,000,000 earned).

Because this is a Final Tax, no further income tax is payable on those export receipts once the 0.25% or 1% tax is discharged, provided you meet the statutory conditions.

2. The Mandatory Requirements to Qualify for Section 154A

To legally claim the 0.25% or 1% final tax regime in your FBR IRIS return, you must maintain three pieces of documentation in your working paper file:

  1. Banking Channel & Proceeds Realization Certificate (PRC): The funds must arrive in your Pakistani bank account through an authorized dealer (bank) or recognized payment gateway, backed by an official PRC or annual Foreign Exchange Encashment Certificate showing the State Bank of Pakistan (SBP) IT/freelance purpose code (such as 9186 for freelance computer/IT services).
  2. Tax Deduction or Payment Challan: Normally, your Pakistani bank automatically deducts 0.25% (once you provide your PSEB certificate) or 1% when crediting the remittance. If your bank credited the funds via a partner wallet without deducting Section 154A tax, our desk calculates the exact shortfall and generates an official FBR challan in your CNIC so the tax is properly discharged.
  3. Timely Filing of Income Tax Return: All required income tax returns (and withholding statements if you run an agency/company) must be filed properly.

3. Why Calling Freelance Income "Home Remittance" Is a Trap

Unqualified preparers often tell freelancers to declare their Upwork, Payoneer, or remote US/UK salary inflows as "Foreign Home Remittances (Section 111(4))" to pay 0% tax.

That is a major audit risk. Section 111(4) applies to genuine non-resident remittances sent by family members—not to consideration earned by a resident Pakistani for services rendered from Pakistan. Paying the lawful 0.25% PSEB rate gives you 100% white, audit-proof income to buy property, vehicles, or apply for international visas.
