Why Negative Annex H Happens in Sales Tax and How to Reconcile It Lawfully

For businesses filing monthly federal sales tax returns in Pakistan, Annex H (Stock Statement) tracks the physical and value movement of inventory across Harmonized System (HS) tariff codes. Every month, your opening stock plus purchases and imports (from Annex A and Annex B) minus sales and consumption (from Annex C) must result in a valid closing stock balance.

A frequent headache occurs when IRIS blocks a return or flags an anomaly because one or more HS code lines in Annex H show a negative balance—meaning the system thinks you sold more units of a specific HS code than you ever purchased or held in opening stock.

When this happens close to the monthly filing deadline on the 15th or 18th, informal agents often propose two dangerous workarounds: "adding fake unregistered purchases to cure negative Annex H" or "H1 negative direct submission manipulation". Both turn a manageable bookkeeping mismatch into a serious audit liability.

Why Legitimate Businesses End Up With a Negative Annex H

A negative balance in Annex H rarely means a genuine business sold goods out of thin air. In most real businesses, the mismatch happens because of clerical and coding inconsistencies across different months:

  1. HS Code Mismatch Between Supplier and Customer Invoices: Your supplier (or Customs GD on import) declared an item under HS Code 8471.3000, and your purchase automatically flowed into Annex H under that code. However, when your billing team issued the sales invoice in Annex C, they selected a slightly different sub-heading such as 8471.4100. Consequently, the first code piles up unsold stock while the second code goes negative.
  2. Unit of Measure (UoM) Discrepancies: An import GD or supplier invoice records quantity in kilograms (KG), while your sales invoice records the same item in pieces (PCS) or cartons.
  3. Unrecorded Opening Stock From Prior Periods: When a trader first transitions to HS-code-level inventory tracking, pre-existing warehouse stock that was purchased in earlier periods may not have been properly mapped by HS code in the initial opening balance.
  4. Manufacturing Conversion Not Mapped: A manufacturer buys raw resin or steel sheet under one HS code and sells finished plastic parts or fabricated components under a finished-goods HS code without properly allocating consumption in the manufacturing columns of Annex H.

Why Fake Unregistered Purchases Make Everything Worse

To make a negative number disappear in five minutes, some preparers simply type a fictional line of "unregistered purchases" under that HS code, or use a technical glitch to force an H1 negative direct submission.

That shortcut creates three immediate hazards:

  • Unexplained Cash Outflow & Section 73 Violation: Every purchase declared on your sales tax return must tie back to your income tax profit-and-loss statement and verifiable banking payments under Section 73 of the Sales Tax Act. Inventing unregistered purchases creates phantom cost of sales that collapses during an income tax and sales tax cross-audit.
  • Withholding Sales Tax Exposure: Purchases from unregistered persons can attract compulsory sales tax withholding obligations and disallowances.
  • Corrupted Cumulative Stock Ledger: Forcing a negative H1 submission leaves your permanent IRIS stock ledger out of balance, guaranteeing that next month's return will fail validation again.

How We Reconcile Annex H Lawfully

At Corporate Morning Desk, we do not offer unregistered purchase additions as a fix for negative Annex H, nor do we perform H1 negative direct submission manipulation.

Instead, we perform a proper line-by-line stock reconciliation:

  • We export your historical Annex A, Annex B (GD imports), and Annex C schedules and compare the exact 8-digit HS codes and Units of Measure used across every transaction.
  • Where a sales invoice used an inaccurate HS code compared to the actual purchase/import GD, we guide you on issuing proper debit/credit notes or lawful return revisions where applicable.
  • For manufacturers, we map raw material consumption to finished goods output accurately so your Annex H reflects your physical warehouse reality.
