Pakistan Salary Tax Slabs & Employer Withholding Guide (Section 149)

If you earn a monthly salary in Pakistan—whether from a private company, bank, multinational, university, or government department—your employer is legally required under Section 149 of the Income Tax Ordinance, 2001 to deduct income tax at source every month and deposit it into the Federal Board of Revenue (FBR) treasury.

Yet thousands of salaried individuals receive unexpected FBR notices or discover at the end of the tax year (June 30) that they still owe tax or are missing from the Active Taxpayer List (ATL). Understanding how salaried taxation works protects you from both over-deduction and non-compliance.

1. Monthly Employer Deduction Is Not Your Annual Tax Return

The single biggest misconception among salaried employees in Pakistan is: "My company already deducts tax from my salary every month, so I don't need to file an FBR tax return."

Under Pakistani tax law, employer withholding under Section 149 is only a collection mechanism. To remain an Active Filer on the ATL—and avoid paying double or triple withholding taxes on bank profit, car token/registration, property transactions, and cash withdrawals—you must still file your annual Section 114 Income Tax Return and Section 116 Wealth Statement in FBR IRIS every year.

2. How Progressive Salary Tax Slabs Work

Pakistan taxes salaried individuals (where salary exceeds 75% of total taxable income) on a progressive slab basis:

  • Annual Salary up to PKR 600,000: 0% tax.
  • Graduated Progressive Brackets: Above PKR 600,000 per year, each slice of your annual taxable salary is taxed at progressively higher marginal rates, plus a fixed base amount from the lower bracket. High-earning salaried individuals above the statutory surcharge threshold are also subject to an additional surcharge on their computed income tax liability.

When your employer calculates your monthly tax deduction, they project your annual gross salary (including basic pay, allowances, medical above exempt limits, bonuses, and perquisites like company-maintained vehicles) across the 12 months from July 1 to June 30.

3. Tax Credits and Reductions You Can Lawfully Claim

Many employees overpay tax because they never inform their payroll department—or never claim in their annual return—the legitimate tax reductions available under the Ordinance:

  • Withholding Taxes Paid During the Year: Under Section 149, your employer can adjust verifiable adjustable withholding taxes you paid during the year (such as mobile phone withholding tax under Section 236, motor vehicle token tax, or educational institution fees where applicable) if you provide the certificates before June.
  • Charitable Donations (Section 61): Donations made through banking channels to approved Section 2(36) / 100C Non-Profit Organizations qualify for a statutory tax credit.
  • Approved Pension Fund Contributions (Section 63): Contributions to registered Voluntary Pension System (VPS) funds qualify for a tax credit within statutory limits.
  • Full-Time Teacher / Researcher Rebate: Eligible full-time teachers and researchers at recognized non-profit universities and HEC-recognized institutions can claim the applicable statutory reduction on their salary tax liability.

4. Always Reconcile Your Annual Salary Certificate With Your Wealth Statement

Before submitting your salaried return in IRIS, always obtain your signed Annual Salary & Tax Deduction Certificate (Rule 42) and CPR numbers from HR/Payroll, along with your July 1 to June 30 bank statement. Your closing bank balance, investments, and household expenses in your Wealth Statement must reconcile cleanly to the rupee with your net take-home salary.
